Resolution To Restore Confidence in Our Election System
We the People support removing all internet capable machines, computers, soware used for elecon management, ballot processing, and vote tabulaon; replacing universal mail-in vong with single day in-person vong, requiring legal idenficaon to be shown, ballots to be hand counted at the precinct level with final results to be reported on elecon night.
WHEREAS, mail-in ballong lacks serious security, transparency, ballot chain of custody, and verifiable integrity and absolute secrecy (Art 6, Sec 6 of WS Constuon) of any voter’s given ballot, and
WHEREAS, Washington State courts have ruled the public cannot have access to cast ballots or their digital images for the purpose of inspecon, educaon, or auding, and
WHEREAS, ballot harvesng and ballot curing allow for third party intervenons with potenal to influence the vong process as well as the elecon results significantly and/or inequitably, and
WHEREAS, no proof of cizenship, residency, or age is required to register to vote – resulng in auditors’ offices and the Secretary of State’s office taking “the word” of the registering voter on the applicaon. Under SB5208, only a paral Social Security number is required for online registraon and most counes don’t verify; the Secretary of State has refused to audit our voter rolls for non-cizens, and
WHEREAS, signature verificaon is primarily the only way to verify a ballot is valid, yet legal idenficaon is not required to update a voter’s on-file signature, and ballot signature authencity is oen determined by the judgment of a single elecon worker’s interpretaon which includes a factor of human error, and
WHEREAS, the public has no access to any elecons system soware or firmware to be able to verify the code is “clean” and secure; the public has no access to the elecons system administraon acvity logs to be able to verify there are no outside or inside intrusions to the system; and the public has no access to the elecons system router or wi-fi and data-traffic logs to be able to verify the integrity of the network, and
WHEREAS, the elecon office “audits” do not meet Generally Accepted Auding Principles, which all legimate businesses use, and need to be upgraded to higher standards, and
WHEREAS, under the current system an elecon can take up to two months to complete, between early vong and post-elecon counng, unduly delaying the elecon outcome, seeding doubt in the minds of cizens regarding the validity of results, and decreasing voter confidence in the credibility our elecon process,
THEREFORE, BE IT RESOLVED that We the People are in support of replacing universal mail-in vong with in-person vong on elecon day with legal photo ID required, using paper ballots that are hand counted at the precinct level with results reported that night, while sll allowing for absentee ballots by request for special circumstances, such as military/overseas voters, homebound voters, special needs voters, and the like, to arrive at the elecons office no later than elecon day, and
BE IT FURTHER RESOLVED that all scanning and tabulaon machines and computerized devices should be removed from the vong process including any that are remotely accessible, as well as any soware used in the process that possesses the capability to manipulate vote tabulaons or elecon results, and
FINALLY, BE IT RESOLVED the public should have access to all elecon data and informaon, at no charge; and Spokane County must conduct transparent audits ulizing Generally Accepted Auding Principles, for all elecon results, absentee signature verificaons, voter addresses, vote tallies, and reconciliaon of blank ballots.
